<p>From 27 March until 1 July <a href="https://www.haringey.gov.uk/parking-roads-and-travel/roads-and-streets/road-care-and-maintenance/roads-and-pavements">Haringey Highways Team</a> are carrying out <a href="https://www.haringey.gov.uk/news/next-phase-flooding-defence-work-hornsey-and-muswell-hill-start-next-week">essential works to reduce flooding</a> on the road outside the west entrance to the Park and Palace, at the junction between Alexandra Palace Way, Muswell Hill, Park Road and Priory Road.<a href="{{#staticFileLink}}11003181060,RESIZE_710x{{/staticFileLink}}"><img class="align-right" src="{{#staticFileLink}}11003181060,RESIZE_400x{{/staticFileLink}}" alt="11003181060?profile=RESIZE_400x" width="300" /></a></p>
<p>The work will be completed in five phases, each with differing degrees of impact, including routes to the Park and Palace, and bus routes.</p>
<p>Traffic in local roads is expected to be impacted throughout and we advise planning your journey to and from the venue in advance. For road users visiting during this timeframe, we advise using the postcode N22 7AU to navigate to our east entrance. Information on alternative transport routes to Alexandra Palace is <a href="https://www.alexandrapalace.com/visitor-information/get-here/">here</a></p>
<p>A summary of the work is below. Dates of each phase of work could be subject to change and will be updated accordingly.</p>

Its purpose is to restrict access by motor vehicles to streets in which primary schools are located at the start and end of the school day, in order to increase road safety and reduce air pollution for children. Automatic Number Plate Recognition cameras will be used to enforce the scheme, and fine drivers who are not exempt (these are disabled drivers, householders living in the street in question, and of course emergency vehicles). See the bottom of this post for their explanation of why this is particularly urgent at this time.</p>
<p>It is to be funded by £1.5m capital funding over a 5-year period, which they hope will be match-funded from a variety of other sources. If not, it will have to be scaled back. 22 schools have been designated as in urgent need of such measures, including Coldfall, Alexandra, and St Pauls Catholic Primary school in our area. These will be implemented immediately, and others at a rate of 3 a year. They have been grouped in three batches in order of priority (depending on budgets), and Rhodes Avenue and St Martin of Porres Roman Catholic primary school are in Batch 3 (for which funding has not been confirmed). Other measures are being proposed for Bounds Green school, since it is not considered appropriate to restrict Bounds Green Road in this way.</p>
<p><strong>Why the introduction of School Streets are particularly urgent at this time - quotation from Haringey's plan</strong>:</p>
<p>[p.84] <em>6.1 At the beginning and end of the school day, it is possible to see the same scenario being played out outside schools across the Borough. Children who are travelling to and from school must navigate roads that are congested with motor vehicles, often concentrated directly in front of the school gates, making the last few metres of their journey to school, which should be safe and easy, the most hazardous.</em></p>
<p><em>6.2 There is an increasing numbers of pupils across the country arriving to school on foot or by bike,and yet,they are still being put at risk by motor vehicles. In Haringey, one in four children travel to school by car. This is taken as an average from the schools that report travel data (data from 2018/19 academic year).This use is higher than the London average and puts at risk the thousands of children travelling around the borough at peak times on foot or by bike. Even a relatively small number of vehicles, when combined with high numbers of pedestrians and cycles can create a hazardous environment, resulting in road safety issues, traffic incidents and close calls around the school gates. These issues are often highlighted by teachers and parents.</em></p>
<p><em>6.3.Many parents feel that the unpleasant and unsafe street environment forces them to drive to keep their children safe, with implications for children’s activity levels and consequently their health. These vehicles are often a combination of school-run traffic as well as through-traffic,using routes past schools as part of their daily journeys. The situation is worst at the school gates where it all comes together: parents dropping off or picking upchildren, high numbers of young, vulnerable pedestrians and cyclists, local residents leaving or accessing their homes as well as through traffic trying to get past.</em></p>
<p><em>6.4.Restricting vehicle movement outside the school gates makes the space safer, less polluted and more pleasant. …</em></p>
<p><em>6.6 Alongside this many teachers in Haringey are reporting an increase in vehicular traffic around the schools. This has been caused by parents / carers dropping children off at the schools. And wider vehicular traffic increases which are being seen as a result of reduction of capacity on public transport and fear around COVID transmission. Managing this increase in road traffic has caused conflict between the drivers and people who want safe space around the schools. This conflict has drawn in teachers and resulted in accidents around at least two schools in the borough in the first month of the school term.</em></p>

Many of these residents will therefore welcome Enfield Council's proposal to create an emergency <a href="https://alexandraparkneighbours.org.uk/forum/what-is-a-low-traffic-neighbourhood-a-simple-local-example-of-a-p" target="_blank">Low Traffic Neighbourhood</a> (LTN) in their part of the area – even if some may disagree with particular elements in the scheme.</p>
<p>If the Enfield scheme gets implemented in some form – their bid for funding has been accepted by TfL – the roads in the Haringey part of Bowes, which also suffer from bad rat-running, will also need 'filtering' (probably planters or bollards), to stop traffic being displaced there. These roads are included in Enfield's consultation, and the creation of an emergency LTN in this area has already been recommended by Haringey Labour Climate Action Group.</p>
<p>What effect would these measures have on Alexandra ward? One tentative proposal for phase 2 of the scheme is to put a filter in Brownlow Road – allowing buses and emergency vehicles through, but not ordinary traffic – which would no doubt reduce the volume of traffic on our very busy Durnsford Road. I doubt that the measures would otherwise have much impact on roads this side of Bounds Green Road – what do others think?</p>
<p>Bounds Green Road itself has seen a 25% <em>decrease</em> in traffic over the last decade (calculated by Grant Gahagan from the DfT road traffic statistics <a href="https://roadtraffic.dft.gov.uk/downloads">database</a>), probably related to the satnavs' habit of directing drivers down small roads. It has been said that</p>
<p>"Low Traffic Neighbourhoods do not 'displace' through-traffic onto main roads; their absence displaces main road traffic onto residential roads."</p>

We will explore our varied experiences during lockdown, discovering what was missing or what we didn't need after all. To start this process, we are setting up a community circle event on Albert Road Rec on Saturday, 11th July, from 2pm to 4pm (weather permitting). It will start with a little live music by locals, followed by lightly structured conversation. Everyone welcome!</span></p>

There will also be a zoom session running concurrently for those who prefer to take part remotely, which will feed into the open air discussion. We will seek out some foldable chairs and cushions, but more would be very welcome!</span></p>

<p>I would like to flag two similar initiatives based on a 'Pay it Forward' scheme in support to London businesses and NHS staff.</p>
<p>Pay it forward is a crowdfunding scheme where residents can pay for goods and services in advance to ease cash flow problems for the local businesses in their community and help them maintaining their business during the lockdown. I am linking two different sites below:</p>
<p>One is on the Mayor of London website , here you can either support a local business or nominate one, and businesses can launch their own crowdfunding. Here is the link: <a href="https://payitforward.london.gov.uk/">https://payitforward.london.gov.uk/</a></p>
<p>The other one, which is think is a particularly moving way of saying 'Thank you', is from the concert venue St John's Smith Square . The organisation is crowdfunding to create an NHS free tickets fund so that , when the venue can re-open again, NHS staff can register for the free tickets scheme and redeem their tickets for a concert of their choice at St John’s.
