I am sorry James, but this is not transparent enough. Surely, if splitting short roads like Outram Rd was the problem, it could be dealt with within the existing process - amended, deferred, etc; and the rest (Crescent Rd, Dagmar Rd etc) could get the CPZ they voted for by the majority of residents, as had happened with Palace Gts Rd and Alexandra Park Rd. Why kick the whole process into the long grass?
