Dear all,

apologies in advance for the long post, but this I believe deserves it. Many of you may be aware that  Haringey Streets for People in Bounds Green scheme is now live, and as many of you will be living in the part of Alexandra Park ward included in the scheme or travelling through the area, I thought it would be useful to summarise what this will mean.

The  new Haringey Street for People scheme in the Bounds Green Area (here)  has been designed as a direct result of the Enfield Bounds Green and Bowes Park Quiet Zone and requests from residents to implement measures to calm traffic and stop the “rat-running” through our roads, and was approved by Haringey’s Cabinet last December. You can read more on this in the Cabinet Report for the Walking and Cycling Action Plan here: https://www.haringey.gov.uk/news/haringey-streets-people-ambitious-walking-and-cycling-action-plan-adopted

In our ward of Alexandra Park, this scheme will impact the area between Durnsford Road and Bounds Green Road (Bidwell Gardens, Winton Avenue, Tunnel Gardens, Blake Road and Wroxham Gardens) and will see the implementation of new camera-enforced traffic (modal) filters at the junctions of Passmore Gardens and Bounds Green Road, and Gordon Road and Bounds Green Road, physical bollards at the junction of Rhys Avenue and Durnsford Road, and a diagonal camera-enforced traffic filter on Blake Road at the junction with Churston Gardens and Lynton Gardens.

See the image below for details for Area C:

There are  other measures and maps for Areas  A and B on the Haringey website. I am not adding here or this will make a very long post...

For Area C these changes mean that for the majority of drivers (exemption details below) it will no longer be possible to drive through from/to Bounds Green Road using Blake Road/Wroxham Gardens and/or Woodfield Way from/to Durnsford Road. This should reduce the amount of through traffic using these roads and hopefully also reduce the amount of traffic coming down to Crescent Rise/Crescent Road as motorists decide to use alternative, primary routes. The traffic and air quality on boundary roads like Durnsford Road, as well as on residential roads, will be monitored to measure the changes.

I am aware of how much residents are fed-up with the constant speeding and volume of cars and how much they have campaigned to see schemes like this becoming a reality. I hope the scheme in BG will start some positive change in the Albert Road/Crescent Road and Palace Gate Road triangle too. Both the team officers and the Cabinet member Cllr Hakata have confirmed that the next scheme to be implemented will be Alexandra North and that the engagement with residents and design on Common Place would start as soon as the Bounds Green scheme is implemented, so in a few week's time. I hope you will all engage with comments and suggestions voicing and highlighting what you have to put up with every day so that it will become clear why it is importanst that the thorugh traffic is tackled and that this is a local issue that matters.

There will be a series of exceptions to the scheme for emergency services, council refuse collections, blue badge holders living within or on the immediate boundary of the scheme, Special Education Needs and Disabilities (SEND) transport, TfL Dial-a-Ride and council commissioned services for transporting people with a disability.  Provisions will be made in response to urgent safety matters and you can apply for an individual circumstance exemption where an individual or a person with a child: has a condition where sitting in a car or re-routed journey might cause distress; has a chronic health condition; or is a professional carer whose ability to assist a patient may be impaired by it. If you think you may be impacted please  to read more at the following link and apply for any exemptions you may be are eligible for: https://www.haringey.gov.uk/low-traffic-neighbourhood-exemptions

There’s also a series of Frequently Asked Questions (FAQs) at the following link: https://www.haringey.gov.uk/haringey-streets-people-frequently-asked-questions  and if you have any questions or feedback there is a dedicated line on 020 8489 4787 or you can email: BoundsGreenLTN@haringey.gov.uk

The scheme will be introduced under experimental Traffic Management Orders (TMOs) for 18 months to see how it works in practice before any final decisions are taken on whether to amend, remove or make the trial permanent. The statutory consultation process allows objections to be raised formally. There is more information on TMOs and how to comment on the FAQs page.

As with any new scheme, Haringey Council expect some settling-in issues. I have asked for a mechanism for people to provide feedback so that any unexpected issues can be worked out. Please get in touch here or at alessandra.rossetti@haringey.gov.uk  if you have any suggestions, or issues to report on the way the scheme is working or has been implemented,  so that I can raise these directly with the council team overseeing the project.
