Are there any charities where you can donate money (as opposed to a device) to help buy laptops/internet access for kids who need them for school work?

Yes, there are. From Haringey Council:
The coronavirus (COVID-19) pandemic has had a disproportionate impact on families currently experiencing economic hardship within our communities, hitting hardest those who can least afford it.
The effects of that hard impact can be acutely felt in schools, where – in a time of year group ‘bubbles’ and occasional self-isolation at home – children and young people who don’t have laptops, WiFi and other tech face additional challenges to those of their classmates.
