Hi all - many of you will be intererested to know that Haringey has submitted variation to the original planning application for the creation of 4 additional new flats. The link to the new proposal is here: HGY/2024/3339 and comments are possible until the 17/01/2024. I will ask to postpone the deadline considering is only 4 weeks period and across the holidays but would suggest not to wait in case you have comments,  just in case is not agreed by officers.

  • This below is my submisison for the application. It has NOT been uploaded on the portal yet despite I have asked today for the second time. I hope I have reflected the comments and feedback received and those points will be addressed in the reports and management plan. Please let me know if there is more I can raise in further meetings and exchanges with officers.

    I remain concerned about the Woodriding development and its impact on the local area and the block residents:
     
    1) I understood that the additional flats were the result of an optimisation of the use of space in the ground floor but I see from the application that the proposal is to increase the height to 6 floor of block B. Yet I do not see any assessment on the impact of the increased height in terms of viewpoints/overshadowing the surrounding area and no updated Noise and Vibration Assessment (exp. recalling the 'adverse comment possible' result for area MP4. Would these be provided before a decision is made?
     
    2) The Glare Study found two locations where solar glare and reflection to train drivers line of sight may occur. Although limited at specific time or the day/year and that could be mitigated by lowering the train visor I would appreciate if officer could clarify what mitigation solution will be implemented to minimise this.
     
    3) I appreciate the development will be 'car free' but this means that the new residents will still be be able to park in nearby roads like Crescent Rise, Albert Road and Princes Avenue, all outside of the existing CPZ. There are no plans for introducing a new CPZ or extending the current one, despite nearby areas were all in favour when consulted in 2022. Therefore a 'car free' development will be a deterrent up to a certain point and will add increased pressure to the already impossible traffic and parking situation of the area and negatively contribute to the road safety in the area. I urge officers to put in place additional and certain conditions to ensure new residents will not own/rent/use a car. I also urge once again the relevant Council teams to acknowledge and address the problem of traffic and gridlock in the area that has been raised by Councillors and residents for years and years, and is reflected in all comments and objections to the development I have seen up to today. Can a traffic and road safety management plan be added as a condition for works to start?
     
    4) I see no additional waste/infrastructure survey or plan or any statement from Thames Water. Crescent Road is currently blocked because of a collapsed waste pipe. This follows the addition of an entire floor over the Crescent Road parade and the building of a new block of flats in place of 'Dave's shop' at 20a. Since then, the road has been plagued with overflowing bins and water pipes, which have required additional time, efforts and resources and testing resident patience. As mentioned in 2022 the addition of so many flats and residents risks to overpower and collapse even further the current waste system and local infrastructure in general. I urge officers to provide mitigations and/or a plan to deal with the additional pressure created by the development and the addition of the flats in this application and add it as a condition for the development to start.
  • Hi all - Haringey has agreed to extend the consultation period until the 31st of January, so there is still time to comment. There's also been a briefing for councillors and these are some of the points discussed and raised :

    • The builder company should be selected and contract approved by Haringey Cabinet by Summer '25, with works starting in Autumn '25 and completion in Summer '26
    • There will be Council presence at the site at least a day a week and the builder company will maintain a contact person at the site as well. This throughout the works. I have also asked for periodic leafleting of progress in the area and officers will work out a communication strategy, probably with updates on CommonPlace portal (https://woodridingscourt.commonplace.is/
    • The scheme is car-free so residents will be asked to sign a statement where they are aware that they will not be able to ask for any resident permit
    • Local road access will remain as it is. The flats will be built separately in a modular scheme and transported to the site when ready to be assembled, so nearby roads will be closed for half a day in a period of 2-3 weeks depending on the delivery schedule.
    • With respect to noise, expecially at the site ( working hours will be 08.00 to 18.00 Monday to Friday and 08.00 to 13.00 on Saturdays) officers have mentioned that expecially for the ramp demolition, noise will not be continued, but in chunks of two hours and limited in time, and that they would have tried to schedule in time of the day where they could minimise the disturbance
    • I have also asked about waste infrastructure, considering the status the Thames Water pipes and the current works in Crescent Road, and officers have mentioned they are aware and will work with Thames Water to implement solutions that would prevent issues similar to those happening in Crescent Road.

    • This schedule shows that the consultation' is a scam.

      The proposal will be approved no matter what objection is lodged by residents.

      The development is not  going to be 'car free'.  Car spaces will be made available inside Woodridings Court, and no resident permit will be needed for free, unrestricted parking just outside in Albert, Victoria Rd and all of Alexandra Park West, available to all new occupants and their visitors.

      Haringey’s ‘ team has mentioned they are planning to work with Thames Water to implement ways to regulate the flow of the waste so that it is not overpowering the existing infrastructure.’   This is a bizarre statement. What is ‘the team’ planning to do - dictate a time when toilets can be flushed, or check what articles are put down toilets? 
      Is is a fact of public record that TW has spent less on maintenance and renewal of pipes than obliged to do by OFWAT, and that TW is asset-stripping by paying shareholders whilst increasing debts, seeking government bailouts and increasing rates to be paid by customers. 
      We have already experienced the negative effects on TW services from increased occupancy in new flats above Crescent Rd shopping parade. 
      TW infrastructure, waste services and traffic congestion is unlikely to cope with 37 new flats in Woodridings Court, either.

       

    • Dear Ade, please let me know if you have uploaded these comments on the planning permission. Comments seems stuck at 20th January and I am sure there have been more which still do not show on the portal, inclcuding mine. Even if approved the development will need to take into account the objections and issues raised and mitigate the impact, and the decision report address and make provision for the points raise so this is why i thisnk is important to highlight these issues.
