At present the Palace has discretionary parking charges, but will shortly be introducing compulsory charges in their car parks 24/7, using automatic number recognition cameras to administer them. The first half hour will be free, with £1.50 charged for the next half hour, and £3 for 1-2hours, for example. Parking will be free for Blue Badge holders. No doubt many visitors arriving by car will look for free places to park in the surrounding roads!

I fear I will not be able to go to Farmer's market . .I dont have a smart phone. .happy to pay cash. .but guess it won't be possible?
I don't imagine you need a smartphone to use the car parks. I believe they will have Automatic Number Plate Recognition cameras, which read the numberplate on your car, and charge you by that means. This is what they say about it:
We are proposing cashless payment options, both on site and remotely. This reduces the risk of theft of machines, and also gives the flexibility of paying later (up to two weeks after parking on site). We do want to get your feedback on this however, as some of our visitors may still like to pay with cash. We encourage you to complete the survey.

Interested to read in this blog that the Palace was charging 2/6 for parking in 1928. According to the National Archives that's £5.72 in today's money!
