I live in a flat above a shop on the Triangle and have found the black bins to be a great improvement on the previous arrangement. Yes, these are abused and there are problems with parking cars but I am wondering what arrangement would be better. At its best, the Triangle is a great space for socialising and I hope no new arrangement would involve any lessening of the space there.
