Ana commented on the MHSG event post for Green Open Homes weekends a little while ago that it can be quite hard for rental tenants to find sources of advice on what they can do themselves about energy saving measures, and what they can ask their landlords to do.
MHSG is hosting a talk (which Ado has also pointed to) next Tuesday, 18th Oct., at 7.30, which deals with low cost energy-saving, a lot of which tenants can do as well as home-owners. It is in person only at Muswell Hill Methodist Church, I'm afriad, but here also are a few other sources of useful information for tenants:
Energy Saving Trust has an online document on Minimum energy efficiency standards in the private rented sector.
Centre for Sustainable Energy has one on practical measures for tenants which don't cost anything, and some DIY fixes which can help such as getting reflector panels to go behind radiators on exterior walls. There are also products like 'seasonal secondary glazing film' from Wickes which can be put over windows (this is NOT a recommendation - just a suggestion: it may need some patching up after it is taken down again).
The government has published a document on tenants rights to request permission from a landlord to install energy saving measures themselves.
